Does HMRC prohibit a service like holdNavigator?

Not that we have found. There is no published HMRC policy prohibiting a service from dialling, navigating the menus or holding in the queue on an agent's behalf. holdNavigator dials HMRC's real phone numbers at standard rates, and the person who speaks to HMRC is always you - the authorised agent. Here's exactly how it works within the rules that do exist, and why it's fundamentally different from the services regulators have acted against.

You speak to HMRC. We never do.

holdNavigator never talks to an HMRC adviser and never attempts the security check. It dials the Agent Dedicated Line, navigates the automated menus, and waits in the queue listening for a human. The moment an adviser answers, it rings you and bridges you in. HMRC's identity verification - your agent code, client authorisation, UTR and the rest - happens between you and the adviser, exactly as it would if you had dialled and held yourself.

One call, one queue slot, standard rates

From HMRC's side, a holdNavigator call is indistinguishable from an agent who dialled in and waited. It is one call occupying one place in the queue. We call HMRC's genuine 0300 numbers, which are standard-rate. We do not hold multiple queue positions, do not resell queue slots, and do not use premium-rate numbers. All we replace is the hold music.

What about HMRC's screen-scraping rules?

HMRC prohibits browser automation, screen scraping and robotic process automation on its online services under Government Gateway terms - rules aimed at tools that take an agent's HMRC sign-in details and operate the online portal on their behalf, with the sanction of blocking the firm's Agent Services Account. holdNavigator sits entirely outside this. We never ask for, store or use HMRC credentials, never log into any HMRC online service, and never touch your Agent Services Account. holdNavigator operates on the public telephone network - it dials a standard-rate phone number that anyone can dial, and the person who speaks to HMRC is you. There is no Gateway involvement of any kind, so there is nothing for these rules to apply to.

How this differs from "call connection" services

Regulators including Ofcom and the Phone-paid Services Authority have taken action against premium-rate call connection services - companies using 084 and 087 numbers that appear in search results for "contact HMRC" and charge inflated per-minute rates, often without callers realising they are not calling HMRC directly. holdNavigator is the opposite of that model: we are clearly a third-party product, our pricing is published upfront in plain view, we dial HMRC's real standard-rate numbers, and you only ever pay us - never a marked-up phone bill.

Who can use holdNavigator?

holdNavigator is built for registered tax agents and accountancy practices calling the Agent Dedicated Line about clients they are authorised to act for - via a 64-8 or online authorisation through the Agent Services Account. If you are not authorised for the client, HMRC will not discuss their affairs with you, with or without holdNavigator. The service saves you the hold time; it does not change who HMRC will speak to.

What about client confidentiality?

Nothing about your client's tax affairs passes through holdNavigator. The system handles the dialling, menu navigation and queueing. Your conversation with the HMRC adviser - including the security check and everything after it - is between you and HMRC on a bridged line. We do not record your conversation with the HMRC adviser.

Our design principles

holdNavigator was built to two rules that are architectural, not policy - the product cannot be configured to break them.

Machine-to-machine only

holdNavigator interacts solely with HMRC's automated telephone systems - menus and queues. It never converses with, responds to, or directs any communication at a human being at HMRC. The only voice an HMRC adviser ever hears on a holdNavigator call is the authorised agent's.

Human-at-Authentication

No identity assertion, no taxpayer information, no security response and no communication with HMRC personnel occurs until the authorised human agent is personally connected. Authentication is human-to-human, always. This is not a setting - the capability to do otherwise was deliberately never built.

The distinction matters. Concerns about automation and HMRC are concerns about machines representing people to HMRC staff. holdNavigator establishes and maintains a telephone connection; the authorised human agent conducts the entire interaction with HMRC. The system does the waiting. The human does the talking.

What HMRC told us

In August 2026 we wrote to HMRC's Software Developer Support team and asked whether any recognition, listing or registration process applies to a telephony support tool like holdNavigator.

In September 2026 HMRC's Software Developer Support team replied:

The recognition process run by our team is exclusively for software developers who have products that integrate with HMRC's APIs. Because of this, there is currently no recognition page listing products like yours, as no HMRC API integration is involved.

holdNavigator uses no HMRC APIs, does not access Government Gateway or any HMRC online service, and transmits no data to HMRC, so no recognition scheme applies to it. There is nothing to apply to - for us or for any product in this category. The full reply is available to any practice on request.

Our position

HMRC's own Transformation Roadmap recognises the role of intermediaries and states that greater use of software and technology moves it closer to a more automated tax system. The long-term fix for HMRC hold times is a proper callback function, which HMRC has acknowledged its current telephone platform cannot provide. Until that exists, holdNavigator is the pressure valve - it hands agents back the 10 to 45 minutes per call they currently lose to hold music.
